KDHE Shuts Down Kansas City Area Home Day Care; Owner Used Riding Crop To Discipline Children

The Johnson County home day care center was shut down by the Kansas Department of Social and Rehabilitation Services department after an investigation revealed the owner was using a riding crop to disclipline kids.  Shirley Joyce McClellan, owner and operator of the Shirley Joyce McClellan Day Care home, admitted to the KDHE to using a riding crop as well as her hand to keep children in line.  She also said she would threaten children with a stick.  The day care has been shut down and will continue to be suspended until after the accused has a hearing with the KDHE.
