This attack occurred in the Florida county of Miami-Dade where it is now illegal to own a pit bull. But some owners are upset by this. Many residents of both Miami-Dade county and all of Florida are outraged by the stereotyping of pit bulls as a potentially dangerous breed of dog. Residents are arguing that a pit bull, or any breed of dog, only becomes a threat to human safety when they are raised in an aggressive and violent environment. They firmly believe that a dangerous dog is only the result of how it is raised and nurtured, and aggression cannot be found in the genes of any breed of dog.
On the other hand, some Florida residents disagree. They believe that there is something naturally aggressive and dangerous about the pit bull, and other "dangerous" dogs, that a healthy, caring environment cannot change.
In the state of Kansas, the law still relies on the very old, almost extinct "one-bite" law. This single chance for a dog is hardly practiced anywhere else. Additionally, Kansas law states that, under certain circumstances, even the landlord that oversees a dog that has attacked a person can be held liable for the incident. The law in Kansas can sometimes make it difficult for victims to receive full compensation, but not impossible.
There is even a ruling on "dog fright." Dog fright occurs when a loud, distracting, or intimidating dog can cause harm to a passerby, even if an actual attack did not occur. In one case, a man was riding by on his bicycle when a loud little dog caused him to wreck.
There are steps that you can take to educate yourself, and your child about what to do if you find yourself in a dog-attack situation:
1. Always maintain a safe distance between a dog and yourself.
2. Be aware of where dogs live in your neighborhood.
3. If an unfamiliar or dangerous dog approaches you, do not make any sudden movements, do not make eye contact, and speak to the dog very calmly by calling it a "good dog" and telling it to "go home." You want to stand completely still, and when the dog appears calm or disinterested, slowly begin to walk away.
4. If a dog begins to attack, use anything you have within reach to protect yourself by placing it inbetween you and the dog.
5. If you are knocked down by the dog, assume the fetal position in order to protect your neck, face, and head.
Remember, not even the fastest athlete can out run a dog. Every year, 4.7 million people are bitten by dogs.
