The Governors Highway Safety Association Wants a Differentiation Between Drugged and Drunk Driving
At its fall meeting, the Governors Highway Safety Association (GHSA) strengthened its stance on drugged driving and made the following recommendations:
  • Drugged driving and drunk driving statutes should have distinct penalties for each violation.
  • States should have standard protocols for drug testing drivers so that the exact drugs and their amounts can be detected.
  • Police officers should have additional training to recognize potential drugged driving violations and prosecutors should have additional training for successful prosecutions.
  • Testing and reporting of drivers who are killed should include drug information.
  • Drugged driving should be a national priority.
  • More public awareness is needed to combat drugged driving in much the same way that the problem of drunk driving has been addressed.

Why the Recommendations?

Information released the National Highway Transportation Safety Administration (NHTSA) reports a significant increase in drug use among drivers who are killed in motor vehicle accidents. According to the NHTSA, 13 percent of fatally injured drivers tested positive for drugs in 2005 and 18 percent tested positive in 2008.
