CSA 2010: Making Kansas City Roads Safer for All

The Federal Motor Carrier Safety Administration is the federal government agency that regulates all commercial vehicles over 10,000 pounds that travel interstate. It also regulates all vehicles that carry hazardous materials.

The Comprehensive Safety Analysis 2010 (CSA 2010) is a government initiative of the FMCSA to improve large truck and bus safety with the goal of reducing commercial motor vehicle (CMV) related crashes, injuries and fatalities. In other words, CSA 2010 is a new policy designed to reduce large truck accidents in Missouri and nationide.

There are two main components to the initiative.

1. It will implement the Carrier Safety Measurement System (CSMS) to monitor the safety performance of both drivers and trucking companies to quantify performance in each of the following categories:

• Unsafe Driving
Fatigued driving (Hours of service)
• Driver Fitness
• Controlled Substances / Alcohol
• Vehicle Maintenance
• Cargo Related
• Crash Indicator

Data will come from roadside inspections, safety violations, state-reported crashes and the federal motor carrier census.

CSMS will replace SafeStat, the automated safety monitoring system currently being used by the FMCSA. Information will be available to the public.

2. The FMCSA will use the information to evaluate trucking companies, warn companies of safety violations, and to prevent unsafe companies from operating.

The FMCSA believes that the new plan will help prevent commercial trucking accidents by preventing trucking companies who sacrifice safety for profits from operating.

In August 2009, the American Association for Justice released a report that found that more than 28,000 trucking companies and 211,000 trucks were operating with federal safety violations. These violations included:

• Tire violations, such as balding tires, retreaded tires
• Truck loads exceeding weight limits
• Inexperienced and untrained drivers
• Hours of service violations (drivers work more hours than permissible)
• Hiring drivers with drug or alcohol dependencies
• Falsification of trucking logs and other records’

The report also found that many trucking companies use economic incentives to encourage truck drivers to overload trucks and work longer than allowed hours.

In 2008 (the most recent year for which there is data), 380,000 large trucks were involved in traffic accidents in the United States; 4,066 of these trucks were involved in fatal crashes. A total of 4,229 people died and about 90,000 were injured in large truck crashes.
