Should all motorcycles be required to have anti-locking ABS brakes? That's the debate brewing between the National Highway Traffice Administration and the Insurance Institute for Highway Safety. The NHTSA feels there is not enough substantial and consistent evidence to support the IIHS claim that all motorcycles should be equipped with the ABS system.
A July report issued by the National Center for Statistics and Analysis called 'Motorcycle Antilock Braking Systems and Crash Risk Estimated from Case-Control Comparisons' compared motorcycle accidents involving motorcycles with anti-lock brakes with the accideents that didn't. The NHTSA says the report does not take into different factors such as riding techniques and counters that there isn't enough evidence to support the claim that ABS brakes have reduced motorcycle fatalities by 37%.
The IIHS would like to see a federal law that requires ABS brakes on all motorcycles, citing that big rigs, which have had them since 1989 and have seen progresss in decreasing the number of accidents and fatalities.
