Could Kansas City follow New York's Cash for Crash Program?

The city of New York is implementing a Cash for Crash program that could start next summer.  If it passes, the city will start issuing fees for services of the Fire Department in the case of a car accident.  Fees include $490.00 for a vehicle fire or "incident with injuries", $415.00 for a vehicle fire without injuries and a $365.00 charge for all other vehicle injury responses.  The fees will be the responsibility of the vehicle owner, regardless of fault and will not be covered by insurance companies.
