The legislative sessions of the Kansas House and Senate ended Tuesday afternoon with eight bills heading to Governor Mark Parkinson's desk for signature. One of the most debated bills was one that will require a 1 cent sales tax increase. This bill, which passed by only three votes, is expected to cost an extra $266 for the average family per year. Supporters hope this extra funding will balance the state budget.
Another bill passed is one that provides an $8.2 billion transportation plan for the state of Kansas. Ironically, this is on the heels of the cancellation of 80 highway and bridge projects just two months ago. For the next 10 years, the Kansas Department of Transportation will oversee projects that will improve state highways and bridges. Lawmakers feel this added money will not only maintain and improve our highways and bridges, but will also provide added jobs to the state, pulling Kansas out of the recession. Bonds, higher registration fees for heavy trucks and a portion of the state sales tax revenues will be used to fund this project.
Texting while driving will no longer be allowed in the state of Kansas. If anyone is caught texting while driving, they will incur a $60 fine.
Finally, not wearing your seat belt will also have a financial penalty in Kansas. Starting July 1, 2010 a driver can be pulled over if authorities see any adult in the front seat not wearing a seat belt. The fine for this year is $5, and will go up to $10 the following year.
